Billy Terry serves as a Manager, Government Relations at Van Scoyoc Associates, Inc. (VSA). His efforts at VSA focus on community development and enhancement issues for several municipal clients and Research and Development enhancement issues for several universities, colleges, and university coalitions.

Prior to joining VSA, Terry worked as a private consultant serving local, regional and national non-profits, banks, universities, foundations and other community development entities offering an array of organizational and program development services. In his consulting efforts, Terry specialized in providing assistance related to non-profit program design, government relations, public affairs/marketing, program evaluation and public-private partnerships. Terry also served as a Senior Program Manager at the National Congress for Community Economic Development (NCCED) where he traveled the country providing training and technical assistance to neighborhood-based non-profit organizations and educated them on national community development trends and relevant legislation. Also while at NCCED, Terry served on the Steering Committee of the Congressional Black Caucus Foundation “With, Ownership, Wealth (W.O.W.)” Homeownership Initiative.

Terry has also worked as the Director of External Affairs for the Nehemiah Corporation of America, one of the country’s largest down-payment assistance providers. At Nehemiah, Terry was responsible for developing all communications strategies between Nehemiah and Capitol Hill, federal agencies and other national/regional community development organizations. Prior to his service at Nehemiah, Terry was the Manager of Outreach and Special Projects in the Office of the Secretary at the U.S. Department of Housing and Urban Development (HUD) in the Clinton Administration. At HUD he served as an ombudsman to non-profits connecting them to appropriate divisions within the Department and leading various Department outreach initiatives.

A native of Pittsburgh, PA; Terry has a B.S. in Business Management and Administration from Penn State University and a Master’s of Urban and Regional Planning with a concentration in Urban Management and Metropolitan Policy from the University of Pittsburgh. Terry has also studied Resource Economics at Cornell University. Terry resides in Columbia, MD with his wife and four children.
